NEUTRALPATH: PCEDs as social shields

NEUTRALPATH, a sister project of ASCEND, has recently published an article on how Positive and Clean Energy Districts (PCEDs) can act as “social shields” by merging affordable housing with sustainable mobility in the transition to climate-neutral cities.

Citizens are facing rising costs in electricity, rents and transportation. To incentivize citizens to adopt climate neutral solutions, cities must adopt the Positive Clean Energy Districts. These districts are being designed as inclusive, affordable, human‑centric environments acting as ‘social shield’, engineered to prevent the side effects of previous urban experiments. By integrating housing and mobility into a single, efficient ecosystem, they aim to lower the cost of living and insulate the most vulnerable from the shocks of global energy markets. 

However, the deployment of these districts is blocked by a significant financial constraints as the retrofitting of buildings often comes with a high price tag. Another issue is the "green gentrification" where environmental improvements inadvertently trigger social exclusion by making the areas so attractive that property prices surge, effectively displacing the working-class communities. 

To counter this, PCED frameworks developed by NEUTRALPATH and ASCEND are moving beyond simple ‘greening’ to create structural social safeguards. The difference lies in the active role of municipal leadership and independent research organisations.
