How can successful pilots move beyond experimentation and become part of wider city transformation? The second edition of the NetZeroCities Enabling City Transformation programme is inviting Mission Cities to address systemic barriers that can prevent climate solutions from reaching city-wide scale. The 22-month programme has a total budget of €8 million and focuses on practical approaches that can be transferred and replicated across Europe. Net Zero Cities
Rather than supporting isolated interventions, the call focuses on the conditions needed to make transformation possible, including governance, finance, policy, institutional capacity and cross-sector collaboration. Cities will be asked to identify a concrete implementation barrier and propose an enabling innovation that can help turn their Climate City Contract ambitions into scalable action. Applications are open until 3 December 2026 at 12:00 CET.
