ExPEDite: digital tools for designing and managing Positive Energy Districts

The ExPEDite project has presented a suite of digital tools designed to support citizen engagement, district planning, energy modelling and decision-making for Positive Energy Districts.

Digital tools are becoming central to the way cities plan, implement and manage Positive Energy Districts. From visualising future energy scenarios to engaging residents in everyday climate action, successful district transformation increasingly depends on the ability to turn complex data into practical decisions.

The ExPEDite project is contributing to this challenge through a suite of digital solutions designed to support different actors involved in Positive Energy District development. These include an ExPEDite Mobile App, a Design View platform, a Decision Support System and an Energy Modelling Tool. Together, they aim to connect citizens, planners and decision-makers within a more integrated digital ecosystem for sustainable urban energy planning.

The Mobile App focuses on citizen participation. Through gamification, community activities, quizzes, surveys and reward mechanisms, it encourages residents to engage with energy-related actions and contribute to positive energy outcomes. This reflects a central lesson for PCED deployment: citizens are not passive end-users of district solutions, but active participants in how these solutions are adopted and sustained.

For planners and technical stakeholders, the Design View and Decision Support System offer ways to test scenarios, compare pathways and assess the potential impacts of different energy transition choices. The Energy Modelling Tool, focused on the Ķīpsala campus, allows users to explore heating technologies and energy storage options, helping translate technical complexity into more accessible planning insight.

For ASCEND, the ExPEDite approach is particularly relevant because it reinforces the need to combine digital infrastructure, energy modelling, citizen engagement and strategic decision-making. Positive Clean Energy Districts cannot be delivered through technology alone. They require tools that help cities coordinate actors, compare options and build shared understanding across technical and social dimensions.
