As part of its role in ASCEND, the City of Lyon has launched the Confluence Innovation Partnership (PIC)—a collaborative platform designed to explore, test, and scale forward-looking solutions within Positive Clean Energy Districts.
Anchored in the heart of the Lyon Confluence area, PIC focuses on four key themes: decarbonisation, construction, renewable energy, and sustainable mobility and public spaces. The initiative brings together over 70 public and private stakeholders in a unique space where urban innovation is not only discussed, but actively co-designed and trialled in real-world conditions.
To showcase the depth and diversity of this work, the City of Lyon has produced a new video series featuring interviews with key actors from the PIC community. Comprising 11 interviews and one introductory video, the series offers an inside look into how the partnership operates, what it aims to achieve, and how it supports the scaling of climate-smart solutions across the city and beyond.
At its core, PIC is about building a bridge between theory and practice. It provides room for reflection and experimentation, while also ensuring that innovations are grounded in operational realities. By embedding evaluation and feedback loops into the process, Lyon is not only implementing policy but actively learning from it — ensuring that new approaches to energy, mobility, and construction can be replicated and improved over time.
The PIC is supported by SPL Lyon Confluence, and contributes directly to ASCEND’s mission of demonstrating scalable PCED models across Europe. As the project moves into its next phase, the focus will be on impact assessment and knowledge transfer, sharing lessons with other cities committed to accelerating their energy transitions.
